You can't do it

"This is not 1968 and the invasion of Czechoslovakia, where Russia can invade its neighbor, occupy a capital, overthrow a government and get away with it. Things have changed." - CONDOLEEZZA RICE, secretary of state Yeah, right! Only we can do it, in Iraq and wherever we feel is good for us. It doesn't even have to be a neighbour.

It is quite clear that in 1968 certain parties (Russia) could invade neighbours with impunity. In 2008 certain other parties (USA) can invade with impunity and the interaction is not just nearest-neighbour. There are long range forces. "Condi" is simply stating that fact that things have changed -- she is not against invasions -- just who all can play in this league. It is similar to the US stand on nuclear technology. Whoever has the bigger stick. Don't get in a lather. Work on the size of that stick.
